Allow access to view TPS

Either allow users to use "/tps" or some other tps viewing command, or show it on the scoreboard. Or possibly do both?

This is mainly intended for TNT Wars. I just thought that if the users wanted to see if it's on their side or if it's server sided lag. Could also be used to tell staff how urgent the lag issue is on the server.
